There was an update to Projects within Hubspot earlier this year which now means the text box no longer expands as you write and instead only shows a line or two of text meaning you have to keep scrolling up and down as you write.
It sounds like you want the previous behavior back – if that's the case, you could either reach out to your customer success manager, ask HubSpot support to investigate or submit a request in the HubSpot Ideas section of the community: https://community.hubspot.com/t5/HubSpot-Ideas/idb-p/HubSpot_Ideas
