"Enable notifications" grayed out in Windows taskbar

Hi. I get internal email open notifications when I send emails in Outlook but emails I send externally aren't being tracked. The "enable notifications" option which appears when I right click the hubspot icon in my Windows taskbar is permanently grayed out. Any help in fixing this would be much appreciated.

Would you be able to provide some clarity around "sending emails externally"? Do you mean when you send them through HubSpot? 

Any screenshots you can send along that demonstrate the issue would be great as well.
