Outlook Add install issue "Outlook is already running error"

I am trying to install Hubspout Outlook Addin to Outlook 2016 to my profile. We work on a Cloud Server.
When I try to run the installer it prompts Outlook is already running when all processes are closed down. My IT team have tried this on another profile and it does the same thing.
Can someone help?
