The call should be logged on Android as well as iPhones as explained in this article about the mobile app.
It looks like you have access to HubSpot Technical Support . If the calls are not logged for some reason partnering with them will be the best next step as troubleshooting this further will involve sharing information specific to your account and specific examples.

I've tried to set up automatic call logging on iphones so that you recieve the pop-up after any calls made from not the hubspot app. I've also spoken to support about it and they've confirmed that this functionality is not currently available for incoming calls and is only available for outgoing calls made outside of the app.
