contacts with multiple email addresses

I am sending data to Hubspot using JAVA, each record with an email address. Hubspot treats each address as a unique record. If the email is there already, the record gets updated. if it's not there, a new record is created. if this is the basis for hubspot, how is that a single record is getting multiple email addresses attached?

is this due to forms?

Short A: That's HubSpot default behavior when multiple email addresses are submitted from the same form.
