My HubSpot is a free account. After include the tracking code in my website, the contacts are being collected, but every new contact that fill the form in my website, replaces the last contact in HubSpot. No new contacts has been included untill today, because there is only one with data replaced.
I'd message the hubspot help team directly about this one (bottom left hand corer, there's a little bubble that will let you email them). Sounds like something on the form isn't set correctly but without seeing the set up it's hard to determine
