The sync will not look at form submissions directly but at contact records. Some activity types are considered (note, task, meeting) but not all. You can check what's being synced at the end of this page under "Shared data".

Specifying sync direction might require an Operations Hub Starter subscription.
HubSpot data sync is generally really good at guiding you through through the settings and mapping.
