The trouble is that the WordPress tags don't exist in HubSpot per se, but there may be a way that you can accomplish this using page views.
If I were doing this, I would create an Event in HubSpot based upon a customer visit to a category/tag archive page (for example https://yourdomain.com/tag/yourtag/ ), and then create lists based upon that event. That way, if a visitor has looked for more relevant content by clicking the tag, you can segment your list based upon that action.
