Workflows: Send Leads to a Second Workflow After an Action Occurs

Hi all, I need some help or clarity on my setup. I'm creating three workflows for a nurturing campaign based on funnels. If a lead clicks a link in an email, for example, they should automatically exit the current workflow and move to the next one. I've set this up using the "Go to Workflow" action.
However, my workflows are not published yet, as I'm still in the setup phase. To allow leads to transition to the next workflow, I need to publish the second (or third) workflow. My concern is that if I launch my workflows now, any changes I make afterward might negatively impact them.
My question is: The trigger event for the first workflow will occur in two weeks, meaning leads will only be enrolled after they are added to the static list at that time. Does this mean I can turn the workflows ON now and still make changes before the first enrollments happen?
If your second and third workflow do not have any enrollment criteria on their own, then yes, you can publish them now and update them at any time – allowing you to make changes until contacts from the first workflow complete the delay.

I have a follow-up question because I’m stuck on finding the best way to move leads to the next workflow.
The lead opens an email and is expected to take action by clicking a link. If they open the link within the next four days (I added a delay to give them time to complete the action), they will either move to the next workflow using the "Go to Workflow" action or continue in the current workflow.
My challenge now is deciding which trigger enrollment to use for the second workflow. Should I:
Unenroll them from the first workflow by setting a goal (e.g., "Has opened a link = Finished workflow"),
Enroll them when they click a link in email 3, 5, or 6, or
Use a different approach?
My concern is that if I trigger enrollment based on "Opened Link," the lead might receive the first email from the second workflow immediately after clicking, which I want to avoid. That’s why I added a delay in the first workflow before executing the "Go to Workflow" action. However, I’m unsure whether the transition will include a delay or if I need to add another delay in the second workflow.
Could you clarify how the timing will work and whether an additional delay is needed in the second workflow? Or are there any other best pratices to do it? Thank you!!

Both works here as well, you could delay before sending them to the second workflow, or send them there immediately and then delay right after enrollment in the second workflow. The "Go to action" itself is instantaneous.
