Workflow don't send email if the a customer fill the same form more than once with diffrent choices

Hi,
The thing is as follow:
I have a landing page with a form on it. I've created a workflow that send a piece of email depending of the choices of the lead chosed in the form. Everything works just fine.
But the issues starts when the same lead tries to complete the same form again with different choices, he never gets that second email they supposed to get with the new choices.
There is a critical configuration I'm missing in the workflow engaggng point?
