Workflow creation: Mail notifications to non-users and company external contacts

I'm facing a challenge and hope someone can help me out. I want to create a workflow in HubSpot where contacts are added to a list based on a specific event (I've been able to set everything up successfully so far). Once the contacts have been added to this list, I would like to notify a separate list of people via email that another contact has been added to the list.
These people to be notified are not part of my organisation, nor are they in any way related to the contacts being added to the workflow or list. They are external recipients who should be notified regularly about such events.
I'm not sure how to best map this workflow in HubSpot. Could someone explain to me what steps are necessary to achieve this? I would be very grateful for detailed and simple instructions.

First of all, thank you very much for your help! Thanks to your instructions, everything worked perfectly.
Now I would like to describe the entire problem to make sure I understand the next step correctly. We send HubSpot quotes to companies we engage with. Once we send a HubSpot Quote to a person in a company for the first time, we want to inform the group of external people that we are now in business contact with a new company.
The challenge is to create a contact-based workflow that responds to whether a quote has been created for the first time at company level. So we want to make sure that this notification only happens once when the first quote is created for a new company.
Do you perhaps have a solution to this problem or a suggestion as to how we can map this in HubSpot?
