Logging in the CRM would not have any effect here, contacts need to submit a form after accepting the cookies. Otherwise HubSpot cannot associate website activity with a contact record. (This is needed for a contact record to enroll into the workflow.) Could you please try accepting the cookies and submitting a form?
Does the page view show on your contact record activity stream when you test this?
For LinkedIn page views, it's not possible to send notifications.

Re-enrollment would only work on a generic page view, not specified by the number of times. (It's not possible to meet the criterion of having viewed a page at least once... twice.)
So far this workflow looks good however. How have you tested this so far, what's making you think it's not working? Is there any activity in the History tab?

Could you specify how you tested this? For a contact to enroll, first of all they must be a contact in the CRM, they must have accepted the cookies, submitted a form and then viewed the page. Could you confirm all these criteria are met?
If yes, are they reflecting in the activity stream of the contact record?

I can see here that we have had lots of website and LinkedIn visitors, but they haven't been alerted to us via the workflows I set-up yet. Now that I have enabled the re-enrollment, will this trigger an alert when we next get a visitor?
