I wonder if it's possible to look at items in the "Web technologies" property as part of workflows or in smart list criteria.

Short A: n/a

Longer A:

Sure. However, since 'Web Technologies' is a built-in HubSpot COMPANY property resulting contacts in both workflows and smart lists will only be selected based on their company associations. In other words, only contacts whose associated company meets our specified 'Web Technologies' criteria will be included in any workflow actions or smart lists.
