To confirm, is the goal to create a workflow to faciliate the update to contact-company association OR to take specific actions for that contact when this happens?
Unless I'm misunderstanding your intention, you should be able to do this using association labels. If a Contact's Primary associated Company changes, you can use the "Primary" association label as a trigger, with the "is known" operator. Anytime the primary company changes, a Contact would be eligible to enroll (or re-enroll) into the workflow.
