Do you need the event trigger criteria for this, is it important which value was in the property before? If not, I'd recommend changing your enrollment trigger type from event to "When filter criteria is met", then specifying both property filters with the AND operator. With the event enrollment trigger type, I don't think this is possible.

I believe the "AND" is implied, have you tested this with a sample contact to see if it would enrol?
Alternatively, don't use the "when an event occurs" filter but the "when a filter criteria is met", this shows the "AND" operater. Certain triggers work with both event and filter criteria.
