Total count difference between list & report

I've come across an issue I can't seem to wrap my head around. I created a report that with 2 filters: Marketing Contact Status is any of Marketing Contact & excluded GDPR countries using 'is not equal to any of'. Now when I recreated this in an active list I got a very different number. Report = 17k vs List = 13k. 

Which one is accurate, am I missing something?

@jdv123 first thing I'd try is to adjust the list filters so that the country filter checkbox for "or is empty" is checked, this might (unintuitively) be implicit in the report filters. The rest of the filters do seem to be identical.
