Generally, there isn't any option for limiting enrollment to certain times, only for pausing workflow actions, in the Settings tab of the workflow (which you're probably aware of).
If these options don't work in your scenario, could you describe your use case?

That is correct. Enrollment (and delays) would still execute but any other actions would be paused until the next working hours.
Or in other words: If you have, for example, a workflow that sends marketing emails, then those emails would only be sent during the working hours of the workflow.
