HubSpot automatically identifies unengaged contacts based on their email interactions. There is a setting to suppress these from emails sends, but you can also use this information to identfy and either target (with a re-engagement campaign) or delete them.

I'd be very careful about using the unengaged contacts as the only definition for deleting. This can be quite decieving especially if you have a higher sending volume.
