Re-enrolling contacts after webhook didn't send correctly

Hello,
We set up a workflow to capture hard bounced contacts, and enrolled existing contacts upon activating the workflow:
Contact Enrollment Criteria: Email Hard bounce Reason is known
Action: Set Marketing Contact Status as Non-Marketing Contact
Action: Send a webhook to our database
When we activated the workflow and enrolled the existing contacts, this caused a rate limiting issue with our firewall when the workflow was triggering the webhook. We then added a rule to our firewall to not rate limit HubSpot calling that webhook, but now we can't re-enroll contacts in the workflow to trigger the webhook successfully since the contacts are currently enrolled in the workflow.
Question: Should we create a clone of this workflow, enroll the contacts, and then delete the workflow that has errors in the webhook?

If you turn on the option to allow re-enrollment you can select manual entry only and push them through via list after they are out. Or if you need them out sooner, you could create a workflow with just the webhook so it can execute. But I wouldn't delete the workflow just because there is an error in the log. It's good to have that history to recall what happened and know that you fixed the issue.
