HubSpot does not want you to import contacts that you don't have a relationship with – that's what this step is checking.
From a purely technical standpoint, you can proceed, you might however violate HubSpot's acceptable use policy and you're risking an account suspension: https://knowledge.hubspot.com/account-management/account-suspension-faq
There is no way to bypass this. You either would skip this import or accept the risk in going forward.
