Currently for daily marketing email sends, I would create a master list and then split it 10 times. Then M-F I would update the enrollment trigger of the workflow w/ the next list for email sends.
We recently started the free trial of ops hub and I feel like there has to be a better way for daily marketing email sends that isn't so hands on. Ultimately, I want to upload one list into the enrollment trigger instead of splitting up the master list. And then I want the workflow to send a certain amount of emails per day. That way I don't have to upload the next list to the enrollment trigger every single day.

Unfortunately, this isn't possible for marketing emails currently, but has been much requested. There are a couple apps that do this (Time Turner for example). Some other smart people have given some solutions though for example this one:
I'm not clued up on the finer details of email throttling, but if the emails are being dispatched through a workflow, our app Daeda Essentials has a throttle action that would be good for this.
You could for instance use it to send out one email every 5 minutes.
