Investor List - important not to email by mistake

What is the best way to create an investor list that can be segmented out from any marketing emails to only receive our external newsletter ?  Basically, it is executive level contacts that we don't want to email by mistake (very important not to email them), but do want to receive our external newsletter...

I run an DNC list that I add people like that too and are excluded as a master list for all email send lists, or in the scheduled email logic. then drop in anything that we don't want.
