I would like to send a notification to users 14 days before their card will be charged.
I've set a custom date field for First Charge Date.
How can I use the workflow tool to send an email 14 days prior to the custom date field?

Hi - you should be able to use your date field on the Contact record as an enrollment criteria for your workflow. Automatically enroll contacts when "date" is less than 14 days from now - you can set those parameters when you choose a contact property that is a date type.
