You just need to determine what activity you want and the threshold to be. That'll capture just generic email numbers if you want to specify an email you need a new trigger for each one. (Has opened x email)

Your criteria really depends on your business. It might be useful to look at the articles on lead scoring and set that up and then you could just manage those triggers easier and have an active list for everyone over x score.
