You can manually enroll contacts one at a time from your contact list, or create a new list with a batch of contacts that you want to enroll and add that list to the enrollment criteria for the workflow.
From there, you can add a "go to other action" block right after the enrollment step that will take those new contacts into whatever step you want in your workflow (skipping over other steps). I use this newer workflow tool to simplify my more elaborate workflows.
