Form wont change when smart content rules are acheived

Hello, I have a form that refuses to change to a different form when someone qualifies for the smart content. Right now, everything (Title of form, footer, the main content, and sub-content) changes just fine when someone qualifies for the Smart content rules. However, the form section refuses to change to a new form once someone qualifies for the smart content. 

I have tried every troubleshooting step I can think of. Can someone please help me with this? Thank you!

Solved. If you run into this issue you'll need to make sure your form is fully published through the form editor. It will withhold the changes from the live site but not the editing site until you do.

@JSwitzer Since community members can not access your portal to troubleshoot, the best people to reach out to would be HubSpot support. it's likely something to do with the form cache I would say. 
Are you testing in incognito window too?
