Form Submission Export Permissions

Hello,

Looking for the exact set of permissions to allow a user to login and export Form Submission lists. Currently, only Super Admins can export these lists, other users have the Export option grayed out. The "export Form Submissions" article: https://knowledge.hubspot.com/forms/export-form-submissions simply notes users need the correct Export Permissions. Reading that article: https://knowledge.hubspot.com/user-management/hubspot-user-permissions-guide#crm-settings-access does not clarify Form Submission exports under Marketing Hub. There are options for Website and CRM exports but those may grant exports to other areas as well. 

Thoughts? What are we missing?

Exporting form submissions requires these permissions:

I just tested this in a portal of mine with a user that had no permissions besides these two. And yes, "Export" would grant more permissions than just forms. HubSpot's permissions are not granular enough to just grant form export permissions.
