I had this happen to me a while back, @ericacowan . Raised with HubSpot support, and some magic they worked behind the scenes seemed to free it up. Rest assured, you're doing nothing wrong - I believe it's a randomly-occuring bug.

I reached out to HubSpot support and got this reply: "This looks to be a known error on the system which has now been updated. I've tested your account and you should be good to go!"
