When manually creating a contact in the iOS app, I just double checked, HubSpot defaults the contact owner to the person who is creating the contact - there shouldn't be a need for an automation, unless someone actively removes that pre-filled contact owner field.
If you're still seeing gaps, you would have to create a workflow that enrolls records when "Created by user ID is known AND Contact owner is unknown", then set up a branch that checks for each user ID, then followed by the "Set property value" action to manually set the contact owner. That, as far as I know, is currently the only way to automated this.
Theoretically, however, this shouldn't occur at all since HubSpot defaults the owner to the person who creates the record.
