Pop up can't be viewed when not logged into website

I created a pop up on Hubspot, but it's not viewable when not logged into our website. (For context, our website is a forum.) The pop up form views are also so low (only 50 views), whereas we have thousands of web traffic per day. I feel that we're missing out on something but I don't know where else to check. Can someone help please?

Other things to check:

  • Is the issue occur only for you or other people too?
  • If the page is built in external tool, is there anything that prevents HubSpot tracking code to be working?
