Hello,
We are on the marketing free plan but cannot find the option to create pop up forms in the palce where where the documentation suggests.
Please can someone suggest where to find / how to create the pop up form?

Pop up forms have transitioned away form the forms into the CTA tool, see here: https://knowledge.hubspot.com/ctas/create-calls-to-action
The CTA tool requires at least a Marketing Hub Starter subscription, unfortunately.
