I just created my Livechat, it is saved and turned on, however it does not seem to be firing. I thought that Hubspot automatically implements the tracking code on my WordPress site so I don't have to do any coding (I'm a novice coder and cannot find where to insert the tracking code anyways) Do I have to put the tracking code into my site manually regardless of having the Livechat set up?
You do need the tracking code to be installed and firing properly in your external site in order for the chat to show up.
One other thing to note is that if you are adding the live chat to external pages (non-HubSpot pages), you should specify the URL it should show on, by using the targeting rule is / begins with / contains / matches wildcard instead of using "is all pages". The reason is because the targeting rule "is all pages" refers specifically to all the HubSpot pages on your portal, and not external pages.
