How to get the external URL after form is submitted to open in a new tab?

When I set up a form to redirect to an external URL after submission, I would like it to open in a new tab.

Should I raise a request for change or is there already a way to do it?

Redirect to a thank you page with the PDF content. (best practice)

-OR- use the 'Display message' with a link to open the PDF in a new tab.

As a last resort, maybe use .js to force the new tab? (overkill)

I'm not sure if this is common, but on our landing page, once the form is submitted and the page refreshes with the "Thank You" message, the page stays fixed to where you scrolled down to hit submit and the link to download is not visible. You have to scroll up to see it. I do not think this is a great user experience since you may be expecting an automating download. Any suggsted fixes for this problem?
