Yes, you can create file upload fields for a HubSpot form. To do so, create a custom property with the field type "File". You can then use this custom file property in your website form. (Once you've create the custom property, refresh your form editor and you should find it in the left sidebar of the forms editor.)
It's currently not possible to limit a file form field to certain file formats (at least not out of the box) but zip files are supported.
