File Upload in Form Submissions - change to public

Hi all! 

We have set up a Hubspot form with a file upload field. 

We want to send these form answers including the link to download the file they uploaded in a follow-up email. So we've set up a workflow, where if they receive an automated email with their form submission based on the personalized tokens, name, email, file upload etc. 

This works well. But, the file URL visibility/access is only to us, and when logged in to our Hubspot profile. How can this file link be automatically set to public?

Thank you for reaching out. 

I understand how this could be useful, however this cannot be changed. The decision to set these files as private has been detailed here (privacy reason). This concerns files uploaded via forms.
