Hovering the grey Clone button displays the “This form can’t be cloned” message although we are in a role (Settings > Users & Teams) with granted access to the forms tools.
The issue is caused when a contact does not have access to Marketing contacts, and because of that they are unable to clone and/or create forms. So for this role, I changed the team's permission and granted them access to Marketing contacts.
Steps to take:
Go to Settings > Users & Teams
Select Roles tab
Click on the role you want to change
Select Account (on the More tab)
Enable Marketing contacts access

Thanks @pietergoyens for sharing. However, this does not make any sense to me. Why is this function linked to the Marketing Contacts access? I want my users to clone forms, I do NOT want them to have access to Marketing Contacts.
Do you have this issue with all your forms, or specific ones? For example, if this happening with blog comments form, this is expected behaviour.
If this is happening with other forms, I would recommend connecting with HubSpot Technical Support, as Support is included in both your subscriptions and they will be able to provide real-time assistance for this matter.
