Discrepancy between GA4 goal tracking and Hubspot form submission

we have recently switched over to GA4 from Universal Analytics and have noticed a discrepancy between the number of form submissions in Hubspot and the number of completions against that form's conversion goal in GA4. We know that people who decline the cookies would probably account for some of those but the difference is far higher than expected. For September, we had 402 Hubspot form submissions, but GA was only showing 373 goal conversions.
Has anyone else who has moved to GA4 experienced the same issue? If so, can you share the steps you took to reduce the difference?

I've seen discrepancies, and typically as long as they are within the same variable range, I would typically just ignore. But there are a few questions I would ask about your GA4 goals to understand how to evaluate the difference. First, are you using page tracking goals or have you setup event goals on the form submission in GA4? Also for the Hubspot form, is it a true embed of a Hubspot form, or is this with the non-hubspot forms feature?
Also if you go into the analytics you can likely look at the analytics by day to get a rough idea of submissions that are not being counted by google where there are variances in your data. That is where I would start.
When we were using Universal Analytics, we had a slight discrepancy but it was negligible, so we weren't too concerned about it. we moved to GA4 at the start of September and when we look at September as a whole, GA4 is showing 541 conversions, whereas Hubspot is showing 581 form submissions, so there is quite a significant difference.
To answer your questions, we are using event goals on the form submission and the form is a Hubspot form embedded in our WordPress site.
