In terms of showing pop-up forms to new visitors, navigate to the targeting tab at the top when you are creating your pop-up form, then scroll down to Visitor Information and Behaviour. Choose Visitor from the drop-down select options, then select, 'is unknown'. This can be seen in the screenshot below:
