Combine form settings Always create contact for new email address & Pre-populate contact fields with

The usefull forms settings Always create contact for new email address & Pre-populate contact fields with known values can't be combined.

But it would be very helpfull to be able to combine them.
Can't find or think of a real reason why this can't be combined.

This gives visitors the ability to have pre-populated fields, and change them. For example when the have a new e-mail adres.
That adres is then Added to the exisiting contact as the primairy email adres.

I might be missing something, but can't think of a reason to not allow this.
