Are you speaking about notification emails after the form submit? If so, the short answer is no unless you program your own custom notification through the API. The question I would have for you in that instance, is why you would want to send the form submission notification back to the prospect/client. Woudn't you just want your sales rep taking over at that point so that they are not bombarded with too much information by including the details of their form submission?
To your second question, the default notification email you are referring to is probably the system default, but users can create their own notification emails.
Not everything is a marketing and sales situation. We need this exact solution as the trigger/ticketing with external systems is often driven by sending an email to a set address and the tracking is established by who the email was sent from and thus, I need to be able to capture information from a form submittal and resend to the external systems email we have used for years, but is must seem to come from the same email/contact that submitted it which starts the process in the external system for which there are no Apps, etc to tie it in and an API is overkill.
We have just entered into the HubSpot world, and I have the same issue. I need the form to be sent by e-mail to our customer service, with the e-mail adress from the person wich filled out the form as the sender. We will than have a auto-reply to ths person with a Ticket#. Did you find a solution?

Hi Ben, Can you ples advice on were I will find the tools i need to custom our notifications emails? At the moment our cinfirmations emails are wrapped in HubSpot look&feel, and use noreply@hubspot.com as sender.
Yes, we were hoping that when we got an email notification we could hit reply and begin talking to the customer. Having their information in the reply isn't a problem.
Is there documentation somewhere on how to setup custom email responses via the API? Didn't see that.
