Is it possible to have the close button for a Popup CTA actually minimize it into the corner of the website (top right for example) so that the customer can go back and fill out the information if they change their mind?

This functionality does not exist today with the pop up form tool. If you were to develop a custom module on Content Hub, you could create this functionality but it would require custom development and your website to live on HubSpot's CMS.
