@TheoAndela this looks like a sticky banner.

Please see the note on that in the article I shared:

To add a CTA to your external pages, you must install the HubSpot tracking code. 

For sticky banner, pop-up box, or slide-in calls-to-actions, installing the tracking code will allow the CTA to appear when the first activation trigger is met. You do not need to embed the CTA on your page, and the embed option will not appear when reviewing the CTA.
