Non-hubspot forms without e-mail field don't create Contacts

Hello,
After submitting non-hubspot form on my website without e-mail field, Contact in Hubspot is not created. After adding e-mail field everything works like charm. I need only name and phone number fields in form, so that is a problem.
I've tested most of plugins from this list:

I've already read https://knowledge.hubspot.com/forms/use-non-hubspot-forms
"Allow submissions without email addresses to create contacts" option setting is on.
HubSpot plugin in Wordpress is correctly installed.

Hi Pawel,
Annoying, I know, but it does state on that knowledge base article you've linked to, that you need an email field for non-HubSpot forms to work...
"For form submissions to be collected in HubSpot, your form must:
- be a static HTML form.
- be wrapped in HTML <form> tags.
- not be in an <iframe>.
- have an email input field."
I would suggest that, in most cases, a user/prospect that's happy to submit their phone number would also be happy to provide an email address - whether you intend to use it or not. You could even go so far as to tell them on the page, that they won't receive email from you? Just a thought.
