I don't have deep knowledge of digital marketing but I think they are different.
Social referral marketing is a specific strategy that focuses on harnessing the power of social networks for customer referrals, digital marketing encompasses a broader range of online marketing activities that extend beyond social media, including search engines, content marketing, email campaigns, and more.
This means Social referral marketing is a subset of Digital marketing.
