How to prioritize them and have well built leads to outreach. 

Where to find the leads and build the prospect list?

Without using the database website.

@HiroyukiOhashi  There are 100s of ways to do this. But some important to-do's of list building that I'd recommend

• Define your ICP - ideal customer profile (no more than 3 profiles). The details you could/should look for
  • Company  size
  • Company type e.g. software, life sciences
  • Department or role of the person e.g. Marketing, Marketing manager
  • Revenue of the company (if relevant)
  • Companies tech stack (if you're a software vendor, this will be important)
  • Companies revenue 
  • Biz model e.g. SaaS, etc
• Once you get your ICP look for where these people gather e.g.Linkedin, Forum, Trade conferences
• Make your presence in these forums and have an attractive lead magnet so people show interest
• Make it easy for them to find out about you and provide more info e.g. email
• Repeat this process

Without a database approach, this is one above may work. Additionally, you can also go the following marketing routes:

• SEO to attract traffic to your website
• SEM and marketing campaigns to drive traffic and see interest
• Personal presence on social media channels relevant to you, convert followers into prospects
  • Connecting with your followers on more than one channel 
  • Offering your followers a chance to interact with you

These are some approaches that come to my mind. Of these, I am applying some myself.
