"Send to More" - need additional info or request change

"Please note: you can't use the send to more feature on an email that was sent based on your recipients' time zones. Instead, clone the email to send it to additional recipients."

So I am wondering exactly why the "send to more" feature does not work with time zoned emails. I get that it doesn't work but the article does not explain why. 

Also, I am including an idea to change this because once the email has completed deploying to all time zones, why couldn't we send more if needed?
