Workflow enrollment trigger - when a property changes

At present, it is not possible to trigger a workflow when a property is changed. 

I would like to be able to execute workflows  by detecting a change of property. 

For example, this would allow a clean replacement of the standard contact assigned notification (which cannot be modified). 

Contact enrollment trigger:

when the property 'contact owner' changes

send an internal email notification to contact owner
