Just an idea from an admin's point of view...
What if it was possible to score a user based on how clean their assigned data is.
For example: The goal is 100% but their score reduces for overdue tasks, overdue deals, duplicate contacts or companies assigned to them, etc.
There would need to be a place that points them to the specific issues to make it super easy to fix all the issues in one place.
Businesses could then set reasonable KPIs around their expectations and data maintenance would be made super simple.
