Priority for sales members on lead rotation

The lead rotation ensures that everyone receives the same number of leads. However, it doesn't ensure that they receive the same number of qualified leads. So by chance, one sales members will receive better opportunity than others. 


I'm looking for a way to ensure that the rotation prioritizes members who have less qualified leads.

Not exactly what you're looking for, but this may be what you need:


High level: Route higher quality leads to certain reps who have been getting low quality leads.


Details: If you set up a lead scoring model coupled with branching logic in your workflow — and operationally defined more vs less qualified leads using lead scoring as a proxy — you should be able to route (in round robin fashion) things in such a way that higher quality leads go to certain reps and lower quality go to others.
