Notification Preferences for Custom Property Updates: Multiple Ticket Owners

We have a custom property set up for our tickets called "secondary ticket owner" to allow multiple agents to be assigned to one ticket.  We would like it so that the notifications settings gives you an option to notify an agent as they would a normal ticket when they are set as a secondary ticket owner.  We are working to set up a workflow for this right now so that an agent will get notified internally when they are set as secondary ticket owner, but would like to give agents the option to turn off/change these notification preferences.
